Universal School Meals Program Act of 2026 makes school breakfasts and lunches free for all children.

The Universal School Meals Program Act of 2026 amends the Child Nutrition Act of 1966 and the Richard B. Russell National School Lunch Act to make school breakfasts and lunches free for all children. It prohibits schools from collecting debt for unpaid meal charges and from segregating or identifying children based on their participation in the free meal program. The bill also establishes a reimbursement program for schools to cover delinquent meal debt.
